Impression - Impressions are the number of times your content is displayed, no matter if it was clicked or not.
View - Views are when a viewer watches 30 seconds of your video (or the full duration of the video if it's shorter than 30 seconds) or interacts with your video, whichever comes first. View rate is similar to click-through rate (CTR), but instead of measuring clicks, it counts people who viewed your video ad after seeing it on YouTube. You can use View rate to track the value of your video campaigns on YouTube.

YouTube Bumper Ads are 6 seconds (or shorter) and play before, during, or after another video. Viewers do not have the option to skip the ad. These are charged on a CPM (cost-per-thousand impressions). These are more expensive than a skippable ad because the viewer does not have the option to skip, therefore, making it constant displayed content.
YouTube Ads are ideally 15-30 seconds long that play before, during, or after other videos. After 5 seconds, the viewer has the option to skip the ad. These are sold on a cost-per-view (CPV) basis. You are charged only for views (30 seconds or the length of the ad, whichever comes first.)
