Add the sidebar to all proposal pages - The new sidebar has been added to all pages of the proposal tool.

Divisions are not displayed on all partners that are not located on Page 1 (Internal Only)
(Admin) All divisions should display when a partner is selected without having to refresh the page as some divisions were not showing on page 1.

We will no longer have a user landing page when the new sidebar is released. We will redirect them to Campaign Hub if they have proposals saved.
